2010 Meridian School District Bond Information

Citizen input was obtained by the school board, the district and the Meridian Citizens for   Education through a series of three community meetings in the winter and spring of 2009, a community survey completed during the summer of 2009, and the district strategic planning process in the fall of 2009.

The information obtained from these efforts to engage the community stressed the need to keep taxes as low as possible.  The citizens consulted provided input to the district to maximize the state matching portion of the project, thus relieving the burden on the local tax payers.  The collected information also demonstrated an interest to have the bond measure impact more than one school facility.

The 2010 bond is intended to rebuild the majority of Meridian High School as well complete major renovations, provide system upgrades and an addition to replace aging portable classrooms at Irene Reither Primary School.

The amount of the proposed 2010 bond issue is $17 Million.

The bond issue being proposed is $6 million less than the measure that was put before the voters in 2008. The 2010 bond measure addresses long standing needs at MHS and IRPS. The amount required for this project is less than the 2008 bond measure because of:

1) a substantial reduction in construction costs and materials,
2) a lower interest rate for bonds,
3) a revised construction strategy,
4) and a larger state matching qualification by the district.

If the bond measure is passed the district will qualify for $11.1 million from the state for school construction and renovation.

Matching money is generated by the income from the Washington State Trust Lands and is specifically intended to assist with the construction and renovation of schools.  It does not come from the state general operating budget.

The district is proposing to run the bond measure by replacing the district’s expiring long-term debt of $0.99 per thousand dollars of valuation with $1.01.  The tax increase would be $0.02 which would mean an increase of $6.00 per year, or $0.50 a month, for a home valued at $300,000.

The input from the citizens of the district was to keep overall tax rate as low as possible.

The district has made major improvements to the technology within the schools and to the district bus fleet through means other than placing measures before the voters for local support.
